Summary
The Inter-Ministerial Commission on Human Rights and International Humanitarian Law (CIDHDIH) has been established by Presidential Decree in 2022 to serve as the national mechanism for implementation, reporting and follow-up. The national mechanism is yet to become fully operational.
Institutional setup and mandates
INSTITUTIONAL SETUP
The Inter-Ministerial Commission on Human Rights and International Humanitarian Law (CIDHDIH) was established by Presidential Decree No. 6/2022 of 28 April 2022.
Composition
The NMIRF is chaired by the Prime Minister. It is composed of one focal point and an alternate from each ministry of the Government, including:
- Ministry of Justice, Constitutional and Religious Affairs (vice-chair and secretariat)
- Ministry of Foreign Affairs and Cooperation
- Ministry of National Defense
- Ministry of Interior
- Ministry of Education and Human Development
- Ministry of Culture and Tourism
- Ministry of Agriculture and Rural Development
- Ministry of Labour and Social Security
- Ministry of Health
- Ministry of Gender and Child and Social Action
- Ministry of Land and Environment
- Ministry of Mineral Resources and Energy

Secretariat
The Commission has a permanent secretariat serviced by the Ministry of Justice.
The standing operating procedures of the national mechanism as provided for in article 18 of the Presidential decree are currently being developed.
MANDATE
The Inter-Ministerial Commission's mandate includes: a) Supervising the drafting of reports and responses to communications on human rights and international humanitarian law, including the monitoring bodies of human rights treaties, Special Procedures of the Human Rights Council, Universal Periodic Review of the Human Rights Council, as well as the African Charter on Human and Peoples' rights; b) Recommending and submitting proposals for signing and ratifying binding instruments; c) Monitoring and evaluating the implementation of recommendations by regional and international human rights and humanitarian bodies at the national level d) Proposing the adoption of legislative, administrative and other measures necessary to fulfill the obligations e) Consulting with the general public on matters pertaining to human rights and humanitarian law f) Engaged in human rights education and training

Engagement with international human rights mechanisms
The Inter-Ministerial Commission on Human Rights and International Humanitarian Law engages with all UN human rights mechanisms as well as with regional human rights mechanisms. Its mandate includes reporting and replying to communications on the international human rights and humanitarian obligations of Mozambique and following up/implementation at the national level. To ensure timely reporting, it meets every 2 months with the Commission's focal points and their alternates.
Coordination and consultation with stakeholders
COORDINATION
According to the Presidential decree establishing the national mechanism, the latter would meet every 2 months, where the Commission's focal points and their alternates would participate. However, the national mechanism is yet to have its first meeting.
Channel of communication with the Judiciary
The judiciary and prosecutor's office are represented in the NMIRF.
CONSULTATION
Consultations with the public on major issues concerning human rights and humanitarian law are part of the national mechanism's mandate.
Follow up and implementation
The government developed the PARPU (Recommendations Action Plan).
