October 31st, 2025 marks the 11th World Cities Day. OHCHR's Guidance Framework for creating a Human Rights City provides a comprehensive roadmap for cities seeking to integrate international human rights norms and standards into local governance. Recognizing cities as critical actors in advancing human rights, the guidance framework outlines foundations, structures, and tools for embedding human rights into all aspects of urban governance. Key actions include making formal commitments to human rights, establishing local human rights bodies and oversight mechanisms, adopting participatory and inclusive decision-making processes, and aligning local laws, policies, budgets and programmes with international human rights law and principles. The guidance framework urges local governments to adopt rights-based approaches to public service delivery, including adequate housing, health care, education and the protection of public safety, thus addressing inequalities and strengthening social cohesion.
