Summary

Tanzania has a joint National Mechanism for Implementation, Reporting and Follow-up (NMIRF), coordinated through the Ministry of Legal Affairs, to liaise with UN human rights mechanisms.

Institutional setup and mandates

INSTITUTIONAL SET-UP

A permanent dedicated secretariat exists to draft reports, respond to queries, and follow up on recommendations.

The NMIRF includes representatives from: Attorney-General (AG), Director of Public Prosecutions (DPP), Judiciary, Ministry of Gender, Ministry of Health, Ministry of Industry and Trade, Ministry of Energy, Ministry of Housing and Human Settlements, Ministry of Education, First President’s Office (People with Disabilities), President office, Ministry of Finance, Ministry of Blue Economy

Methods of work Focal points are formally appointed by their respective institutions. The NMIRF coordinates with focal points under Article 33 of the UN Convention on the Rights of Persons with Disabilities, but does not currently coordinate with Gender Equality Mechanism focal points. New members receive capacity-building support.

The NMIRF engages with all major human rights mechanisms. NMIRF holds regular meetings in relation to reporting periods, with participation from relevant MDAs.

Reports are prepared through working groups and special committees, which organize meetings and issue letters of request to institutions for information. Deadlines are enforced, often with reminders from the Chief Secretary, to ensure timely submission.

Engagement with international human rights mechanisms

Data collection involves formal requests and input from each institution; information is verified and validated internally. NMIRF members do not have formal SOPs or internal guidelines for coordinating their work.

NMIRF activities are coordinated with the SDG framework through joint meetings with the SDG coordination mechanism. The NMIRF engages with National Statistics Office via formal letters requesting data; sometimes invited to meetings. To engage with the parliament there are no formal channel indicated. The mechanism engage by request or invitation with the Judiciary to provide necessary information for reporting.

Coordination and consultation with stakeholders

The NMIRF convenes meetings with civil society and other key stakeholders to gather information for reporting. Data and information are managed and exchanged primarily via email. NMIRF members do not have formal SOPs guiding the use of these tools.

Follow up and implementation

Tanzania has developed a draft Human Rights and Business Action Plan to guide implementation and reporting.
