Introduction
Training programmes that incorporate human rights standards are essential to strengthening the skills, behaviours and attitudes needed for law enforcement officials to respect, protect and fulfil human rights obligations. While training must be grounded in human rights–compliant legal, policy and oversight frameworks, capacity‑building remains critical to ensuring that law enforcement officials can effectively integrate human rights into their daily functions.
Human rights are a legitimate and necessary component of law enforcement training. However, experience shows that it is even more effective to embed human rights standards directly into technical and operational topics—such as the use of force and the management of public order—rather than treating them as stand‑alone subjects.
